Support States in ensuring its compliance with ICAO Standards and Recommended Practices (SARPs);
Developing, implementing and maintaining effective State Safety Programmes (Ref: ICAO Annex 19);
Preparing for ICAO USOAP and USAP audits and continuous monitoring activities;
Support to establishing bi-lateral aviation cooperation agreements on topics like safety, research, economy, traffic rights and environmental issues.
IQE and European CAA’s
Support the EU/EASA competent authorities and non-EU/EASA aviation authorities in preparing, but also throughout, the ICAO USOAP & Security audits and the EASA audits / standardisation visits;
Maintain the applicable national aviation system to stay compliant to the ICAO requirements as well as the EU/EASA requirements, including the EU/EASA mandatory CAA-internal compliance management;
Temporarily secondment of experts to the competent authority;
Support to the development of a national State Safety Plan;
Support to Non-EU CAAs which are listed on the EU-Safety list;
Drafting, developing, publishing, monitoring and amending safety, security, economic and environmental regulatory requirements;
Developing and publishing acceptable means of compliance and guidance material to implement the regulatory framework.
IQE and Aviation Service Providers
Support in the compliance to the applicable regulatory organisation -requirements (ICAO and/or EU/EASA and national requirements);
Management of company approvals (including manuals) and maintenance of compliance;
Implementation and maintenance of effective safety management systems (SMS);
Certification of products;
Safety performance tracking and management, (e.g., key performance indicators, safety occurrence reporting and investigation);
Internal audits;
Management and oversight of suppliers and contractors\ IQE can also assist organisations to gain approvals such as DOA, POA, and MOA, and ensure that all the EU/EASA requirements are meet.
